AES, as the Town Engineer for the Town of Elizabeth, has developed performance requirements for the Town Infrastructure. Utilizing studies of demographics, growth statistics, development trends, population and traffic projections and Town planning and zoning regulations; performance requirements for necessary infrastructure expansion have been established. Methods were developed for upgrading the Town mapping to an electronic format that could be used in all municipal infrastructure improvement projects.
Systems have been established for the expansion of the Town water supply and distribution system to meet projected increase in demand. New design criteria were developed and published for a Town Drainage Master Plan. Projects to upgrade the existing storm water drainage system to meet those design criteria were identified. Street improvement plans were developed to meet the Town goals and objectives. The results of these efforts provided the Town with information that allows the selection of systems, projects, and methods for achieving the goals and objectives of the Town Master Plan.
AES provided preliminary and final designs, drawings, specifications, and construction surveillance for major upgrade to selected streets in the Town of Elizabeth. Included was mapping, utilities, structures and street paving. A computer model of the Town mapping and topography was generated for use in design and construction. Storm drainage systems had to be brought up to current design requirements. (Required master planning, complete drainage study to determine runoff, detention requirements, outlet structures, and storm sewer sizes.) Retaining wall structures were designed to contain the construction activity Right of Way limits. Earthwork was necessary to maintain desirable grades on streets and proper sight distances. Pavement design was made for the pavement structure. Construction specifications were prepared for the project. Bid documents were prepared for the purpose of soliciting bids from contractors. AES personnel provided contract administration, construction surveillance services and surveying to the Town during the bid period and throughout the construction process.
